Reminder – CERT/RACES Emergency Drill on Thursday 9/14
On Thursday, September 14th, Santa Clara County is having an emergency drill. Saratoga will open up its EOC and radio communications room on Thursday, September 14th between 09:00 and 09:30 AM. Michael Taylor will send an alert to all Saratoga CERT members via EVERBRIDGE. The alert will ask you to respond to the alert message. We ask that everyone please respond to the alert. SARA/RACES ham members should plan on signing into a drill net on the K6SA repeater at about 9am on 9/14.
(Note that earlier messages on this drill included instructions for “turning out” with your CERT backpacks…those plans have been cancelled.)

Santa Clara County August Communications Drill – 19 August 2017
The quarterly County communications drill will be a “stay at home” exercise of the Resource Net from Level 1 through Level 3. (Something we don’t do very often – but we all will depend on the process when the next major earthquake arrives.) Any County MAC or ham is invited to participate. The operational period is 14:00 to 16:00. The drill event will be a simulation of a self-alerting major earthquake, two simulated aftershocks, simulated (or real) activation of participating City EOC radio rooms, and hopefully several mutual aid requests which need to be fulfilled from available MACs/MITs and other available ham radio operators, and finally a simulation of assigning/dispatching and travel tracking.

If you would like to participate, this email is the “short form” of the instructions. You are welcome to read the entire detailed ICS 202 document that is posted on the website.
If your city wants you to do contact the city first for preliminary safety assessments, city Mike-Mike information reports, etc., please follow your city’s in-place instructions. If in doubt, contact your EC. Otherwise, please join us on the Resource Net when able. If you are from outside the county, then please pick one of our cities for Mike-Mike reports.
There is one change for this drill for resource net repeaters: the W6ASH 2m machine is not available for linking at this time. We will be linking W6ASH 440 MHz with AA6BT and N6NAC. Please see the voice frequency list on the county website for the frequencies. The County EOC Radio Room will provide Net Control for this drill and will open the Resource Net.
The first hour of the drill is divided into 3 (three) 20-minute phases: first, the initial drill earthquake followed by two simulated aftershocks. These will be announced by Net Control. For each phase, we would like you to read an observation then select a suitable Mike-Mike level for that observation. The table of observations is downloadable from the above drill web page. Select your letter as follows:
First phase: first letter of your FCC callsign suffix.
Second phase: last letter of your first name.
Third phase: first letter of your last name.
Then follow the observation for that letter. Reminder that the Mike-Mike scale used by SCCo ARES/RACES is documented at: http://www.scc-ares-races.org/MMScale.html . Due to priorities (triage) and message load, Net Control may not be able to “service” your M-M report. If a new phase is announced, please reset and select your next letter, next observation, and next M-M level for the new phase. Said differently: due to prioritization of responses, lower level M-M information reports may be skipped.
During the third phase of the drill, some cities may announce their activation and the Resource Net transitions to Level 2. We will follow Level 2 procedures by asking impacted hams to move their city net. Come on back to the Resource Net when released by your city. Again, follow Net Control instructions.
The fourth phase of the drill is from 15:00 to 16:00. Mike-Mike report collection stops. Net Control will be prioritizing three activities: 1) asking for communicators that are available for an assignment (this may be before we announce any simulated assignments), 2) assigning operators and dispatching operators for simulated Mutual Aid response to a location within the county, 3) tracking simulated travel and allowing for periodic health and welfare checks for those simulating travel. Again, follow Net Control’s instructions.
For indicating availability: for MACs also include your Types and Qualification levels. If you are not a MAC, then indicate “field communicator” and/or “net control” ability. If you are assigned and dispatched, please simulate traveling to the assigned location and try to give accurate health&welfare responses for location and odometer updates as if you were actually traveling to the destination. If you get to simulate arriving at the destination (time permitting) , please inform Net Control. Please do the homework assignment (see below). NOTE: for Mutual Aid Request resource assignments, the County will be prioritizing available MACs over other available communicators. This last hour will likely be quite busy. Please be patient and understanding that Net Control may be dealing with a heavy message load and due to prioritizing (triage) may not get to everyone.
The drill ends at 16:00 and the Resource Net will be closed. All participants are expected to have a received an awesome practice opportunity and learning experience.

Homework assignment:
Please have your Thomas Guide or other map resource available so that you can get an accurate route from your location to the street address, if you are assigned and dispatched. The street address will be real and may be anywhere in Santa Clara County.
If you are using a “smart phone” for your map resource (e.g. Google Maps), please prepare for this drill by updating your offline areas prior to the event. During the event, please put your phone in airplane mode and turn off WiFi. Practice for a real event dispatch as phones and Internet services may be out.

We hope you are having a great summer…and are looking forward to digging back in this Fall into our reinvigorated CERT activities!
Our next Saratoga CERT Skills Building class will be on August 24th and will cover Triage / Medical Ops. It will be taught by our own Lori Stafford. On July 27th, we had our summer “Leadership” meeting – and the first thing we decided was to replace the future monthly “leadership” meetings this year with “general membership” meetings. We need ALL the CERT members to come and to stay involved. There are a lot of topics to discuss and work to do! We have divided Saratoga into 5 formal divisions and an “at-large” group: Downtown, Saratoga High School, Cox Avenue, Quito North, and West Valley. You should expect a phone call from one of our volunteer division organizers. They will be asking if you are still interested in participating in CERT and if your contact information is correct. Please answer when they call…and give them the information they request. Thank you.
We know that some of you have had difficulty getting your Saratoga Disaster Service Worker (DSW) cards. Michael Taylor has finally received almost all of the CERT Academy paperwork for the last few years, so the Saratoga city offices should be ready to issue cards. Cards are issued in the City Planning Department between 2:00 and 4:00 on every other Friday (when City Hall is open).
To get started, we encourage you to act ASAP during August and September to get a current card:
- If you have a current Saratoga DSW card, please tell your division organizer when they call OR email info@saratogacert.org with your name, your contact info, and your DSW expiration date.
- If you have a Saratoga DSW card that has expired in the last 4 years, please contact Michael Taylor (mtaylor@saratoga.ca.us) and arrange for him to get your card renewed.
- If you do NOT have a Saratoga DSW, but you graduated a SCCFD CERT Academy within the last 4 years, please contact Michael Taylor (mtaylor@saratoga.ca.us) and arrange for him to get you a card
- If you have a Saratoga DSW card that has expired MORE than 4 years ago, or you do NOT have a Saratoga DSW after graduating more than 4 years ago, please contact Captain Denise Gluhan (denise.gluhan@sccfd.org) before the end of September to arrange for her to interview you.

On September 14th and 15th, Santa Clara County is having an emergency drill. Saratoga will open up its EOC and radio communications room (9/14 09:00 – 12:00). Michael Taylor will send an alert to all Saratoga CERT members via EVERBRIDGE. The alert will ask you to respond to the alert message, and also if you are free it will ask you to visit a defined rally point with your backpack to simply check-in / out (between the hours of 09:00 to 10:00). We ask that everyone respond to the alert…and we hope that many of you can come to the rally point for the quick check in. SARA ham members will get further information from Don Steinbach on the county drill.
The Santa Clara County Fire Department will hold a CERT Refresher Training Course on “Basic Search & Rescue Method” in Los Altos (http://saratogacert.org/event/cert-refresher-training-basic-search-rescue-method/) on August 28th and again on September 6th at the Saratoga Prospect Center (http://saratogacert.org/event/cert-refresher-training-basic-search-rescue-method-2/). Another great way to keep your skills current!

September SCCFD CERT Academy in Los Altos
CERT (Community Emergency Response Team) training academies are offered in the communities served by the Santa Clara County Fire Department and rotate throughout the year. Skills taught include personal prepardedness, organizing resources, basic medical operations, basic search and rescue, fire extinguisher use, and basic damage assessment.
The CERT Academy is (6) nightly sesssions and a final skills exercise. Students must attend all (7) class meetings to receive a Certificate of Completion.
The September CERT Academy will be hosted in partnership with the City of Los Altos at Hillview Community Center on the following dates:
September 12 – 6 p.m. to 9 p.m.
September 14 – 6 p.m. to 9 p.m.
September 19 – 6 p.m. to 9 p.m.
September 21 – 6 p.m. to 9 p.m.
September 26 – 6 p.m. to 9 p.m.
September 28 – 6 p.m. to 9 p.m.
September 30 – 9:30 a.m. to 12:30 p.m.
This training course is open to individuals who live or work within the communities served by Santa Clara County Fire Department: Cupertino, Campbell, Los Gatos, Monte Sereno, Saratoga, Los Altos, Los Altos Hills and the unincorporated surrounding areas.

- Jeff identified the outbound emails are intended to be few in numbers (like once per month and more of a newsletter feel). Michael is the sender of these mails from the city’s Constant Contact bulk email system.
- Brent reviewed our website and the beginnings of a Facebook presence.
- Division layout / opportunities
- For the divisions, even though we do not have well-defined boundaries or folks who will step up and run each division, we still need to move forward. To that end, we had a few members step forward and accept the first step of determining who is active in the Saratoga CERT program.
- We will divide the membership roster up into the divisions shown on the map and ask that each volunteer for that division try to speak to each of them to gauge interest. During this meeting, we thought of the following questions to use as a starting point for any conversation.
- Do you recall when you graduated?
- Are you still interested in participating?
- Do you still live at this address?
- DSW (Disaster Service Worker card) current?
- Aware of our newsletter / website?
- Receiving our emailed missives?
- Medical knowledge?

- Michael indicated the Jim Yoke has resigned from the Santa Clara County Fire Department effective in June of 2017. Additionally, Captain Gluhan will be active with the CERT management in SCCFD through September 2017.
- We also learned that CERT overall management will be shifting to the Santa Clara County Office of Emergency Services. I suspect that means: leadership and administration for all the CERT programs in the county report to SCC OES. All training for the west valley communities still will be provided by Santa Clara County Fire Department.
- Michael Taylor is the city’s risk manager and is our city representative that we interface with.
- Below that, we have a leadership team that is comprised of Jeff Walker as the CERT captain, Reshma Hyder running IT, Brent Hailpern handling membership, Jessica Fullmer handing recruitment, Lori Stafford looking after all things medical, Don handling Ham radio communications, and, finally the most important part: a number of volunteers to startup and gain interest in the divisions (Jim, Wendy, Jessica, Ray, and Tom).
- Budget
- We reviewed our needs that we are aware of and also the possibility of a number of members who might not have received their backpacks and starter equipment. The following budget items were placed out for approval and was passed with all ayes.
- Standup banner for our various events: $279.00
- Generic business cards: $20.00
- New member supplies (ball caps, backpacks, hard hats, etc): $1000.00
- Generator repair (one 5.5KW generator has a fuel leak): $100.00
- IT (two known WordPress plugins to assist in bridging between FaceBook, etc): $300.00
- Total spending authorization approved $1699

- Inactive members who have basically fallen off the grid will require an appointment with Captain Gluhan to review skills and/or take CERT or refresher again. (through Sept 2017 only)
- DSW (Disaster Service Worker) cards will only be issued under the following conditions:
- (1) For existing DSW card holders: as a replacement for an about to expire or just recently expired, make an appointment with Lori McKenna
- (2) For new members: Your DSW paperwork will be sent to the City where it needs to be signed by the Risk Manager and the City Manager. From there, it will be photocopied and sent to your home address. You will be required to make an appointment and bring the paperwork with you.
- (3) For folks outside of these two conditions, you will need to speak to Michael Taylor to see if your DSW paperwork is properly on file.
